I got this error yesterday while trying to install the BAM portal in a very locked down environment. The full error went on to say “The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.”. The common cause of this error is “IIS 6 Management Compatibility” windows feature missing” as suggested by Tallin. In my case this was installed but after a bit of searching I discovered that the IISAdmin service was not running and I could not start it because the Windows Security wizard had blocked it. I discovered that the IISAdmin is allowed with either the FTPServer or SMTP server role. I allowed the SMTP server role and now the IISAdmin service was started. I could now install the BAM Portal without error.
